| Health Care Flexible Spending Account (FSA)
A Health Care FSA gives you a way to pay for your out-of-pocket health care expenses with pretax dollars. It is a voluntary benefit you decide how much to set aside from your paycheck and put into your account.

How the Health Care FSA works:
- FSAs are "use it or lose it" benefits. You may be reimbursed from your 2009 Health Care FSA for services received through March 15, 2010, as long as you submit your claims by March 31, 2010. After that, you forfeit any money left in your account and Western Union will use it to offset the plan's administrative costs.
- You may be reimbursed from your 2010 Health Care FSA for services received through March 15, 2011, as long as you submit your claims by March 31, 2011.

- Once you enroll, your contributions will be deducted from your pay in equal installments during the year and deposited into your account, before federal, state and Social Security taxes are withheld. You may be reimbursed for an amount up to the amount of your total election for the year.
- The election you make remains in effect throughout the year. The only time you may change your election is if you experience a qualified status change event and you make the change at Western Union Employee Access within 31 days of the event.
- FSAs can only be used for expenses deemed eligible under IRS regulations. For a list of eligible and ineligible health care expenses, as well as additional information, please visit the Aetna FSA Web site.
Using your Health Care FSA dollars:
All Health Care FSA participants are automatically enrolled in the Streamline Payment Feature and the AutoDebit program. If you prefer to use your FSA for a specific purpose, you may cancel your automatic reimbursement tools by visiting Aetna Navigator®. If you cancel your reimbursement tools, you must submit paper claims for reimbursement.
For Medical and Dental Expenses must be enrolled in a medical and/or dental plan
FSA Streamline Payment Feature automatically passes medical and dental claims processed by Aetna to your Health Care FSA so you do not have to submit a claim form. You will need to pay your copay or coinsurance, then your FSA will automatically reimburse you by check or direct deposit.
Note: You cannot use your Visa debit card to pay for medical and dental expenses.
You may disenroll from FSA Streamline if you wish to use your FSA for a specific purpose. You must disenroll if:
- You or your dependents have coverage under another health plan with coordination of benefits.
- You are covering a domestic partner under your health plan who is not your dependent for federal income tax purposes.
Here is how to disenroll:
- Log on to Aetna Navigator® by typing your user name and password under Member LogIn. You will need to register if you have not done so already.
- Click on the "Requests & Changes" button on the navigation bar at the top.
- Select "Payment Options."
- Select "FSA Streamline."
- Click "Cancel."
Please note that cancelling FSA Streamline for medical and dental expenses will also cancel AutoDebit for pharmacy expenses.
For Pharmacy Expenses must be enrolled in a medical plan
Aetna AutoDebitSM is a fast, easy and automatic way to pay out-of-pocket pharmacy expenses directly from your Health Care FSA. Simply show your Aetna ID card at an Aetna participating pharmacy and your copay is drawn directly from your FSA balance and processed instantly through a real-time interface. You pay nothing out of your pocket for pharmacy claims while a balance remains in your Health Care FSA, UNLESS you are enrolled in Aetna HealthFund, in which case you will need to pay the full cost of the drug after your HRA fund is exhausted but before your deductible has been met. Once you meet your deductible, you may begin to use your Health Care FSA funds.
For Vision Expenses and Over-the-Counter Medications all employees are eligible
Aetna Visa® FSA Debit Card is a convenient way to pay for your vision expenses and over-the-counter medications without having to pay out of your pocket. Simply use your debit card when paying for your vision expenses or over-the-counter medications at participating locations. And do not forget to save your receipts.

For Vision Expenses
When you use your debit card for vision expenses, the funds will be automatically deducted from your FSA, however, Aetna will send you a letter requesting that you verify that your transaction was for an eligible FSA expense. Make a copy of the receipt and send it along with the letter to the Aetna address provided. You can also fax the letter and documentation to 1-888-AET-FLEX.
For Over-the-Counter Medications
The IRS requires merchants to have electronic technology in place for paying over-the-counter expenses through an FSA. This means that you will not have to send in receipts for your debit card purchases when you use an authorized merchant.
FSA debit cards will not be accepted by merchants without the technology. If you shop at a location not on the approved Eligible Health Care Expenses list, you will need to pay out of your pocket and send your receipt to Aetna.
If you do not use your Aetna Debit Card for over-the-counter medications, you will need to submit an Over-the-Counter claim form for reimbursement from your Health Care FSA.
How Aetna HealthFund HRA interacts with your Health Care FSA:
If you elect Aetna HealthFund HRA and a Health Care FSA, here is how the HRA and FSA work together: If the service is covered by both the FSA and your Aetna HealthFund HRA plan, benefits will first be paid under the medical plan. Any out-of-pocket amounts not paid by the medical plan can be submitted for FSA payment consideration.
It is important to estimate your expenses carefully when you enroll in the Health Care FSA because you will forfeit any unused amount at the end of the plan year.
